Change to Bylaws

The Steering Committee reviewed bylaws and would like to make a change on page 2. They would like to strike out the reference to members ability to vote only after 45 days of membership.

Motion was made, seconded and passed.

AmeriCorp Vista

Dawn Hanson of Cowlitz Wahkiakum Council of Governments proposed the need for an AmeriCorp Vista.

Would handle program development and policy creation part time for both Love Overwhelming and Project Homeless Connect. Would be based out of Love Overwhelming Headquarters.

Responsible for: Outreach, Public Relations, PSA’s and such. Collect data from other agencies re: currently homeless.

Wants to use Doc Fees to pay for program.

Update: Coordinated Entry in Cowlitz County will use a Central, Mixed w/Satellite with an opportunity for phone, form of intake.

Types of Programs

  • Homeless Prevention and Rapid Rehousing (HPRR) – same as CHG – Consolidated Homeless Grant
  • Ending Family Homelessness (EFH) – TANF funds used to help families
  • Emergency Solutions Grant (ESG) – HUD
  • Housing & Essential Needs (HEN)

All programs answer families in hight risk of becoming homeless to gain short-term help to gain long term housing.

AMI – Area Medium Income – varies on income and household size

HPRR/CHG Helps (financially)

  • At Risk – Currently housed but facing eviction
  • Homeless – Unsheltered, temporarily living arrangement, existing system of care, Domestic Violence Survivor

Income Eligibility – must make <50% of AMI for households with children and <30% AMI for households without children

Rental assistance usually covers 3-6 months. May help with utilities, moving costs, meant to help stabilize housing only.

EFH – funded by TANF but within CHG guidelines.

Helps with actual homeless households

  • Rent assistance
  • CHG assistance
  • Case management w/ wrap around services
  • 6 months of service with a possible second 6 months term

ESG – if eligible for any services, you must use those instead of ESG

Helps at risk people who have moved twice in the last 60 days or couch surfing, exiting public system care (jail or facility) or Domestic Violence Survivor

HEN – DSHS Medical Care Recipient

Helps those with

  • Long-term disability that prevents work and who are at risk
  • Provides rent and utility assistance
  • Provides $197 of essential needs – bus passes, cleaning supplies, toiletries
  • No cash to client – paid to landlord, service provider or essential needs provided by CAP

HPRR has helped 74% of clients exiting homelessness to retain permanent housing solutions.
