Rapid Rehousing

What is Rapid Rehousing?

A cost-effective strategy to help families leave homelessness and maintain permanent housing. This model includes: employment assistance, case management and housing services. The program works best in conjunction with coordinated entry.

Employment Assistance

  • Helps find and maintain employment
  • Offers training & employment programs with a career in mind

Case Management

  • Tailors services to specific need of family
  • Connects education, housing and healthcare
  • Partners with other service organizations

Housing Services

  • Rental subsidies
  • Works with landlords
  • Negotiates leases

Barriers for Rapid Rehousing

  • Pregnant mothers and families with TANF
  • Domestic Violence Survivors

Rapid Rehousing is a good start for all-will need a re-eval at a later date.

Employment Approach
Employment Navigator looks at mainstream and employment services

  • WorkFirst Services – college/tech training, community jobs, employment services

There is is no employment navigator service in Cowlitz County.

3 types of people

  1. Willing to work
  2. Not willing to work
  3. Willing but anxious

Rapid Rehousing works best for employed people. Employment should be addressed from the beginning.

Case management is more attractive to landlords than subsidies.

Potential tenants usually only get assistance for 3-6 months. Leases are generally 1 year so landlords are taking a leap of faith that tenants will get jobs and pay rent to fulfill lease.
